Provide an API to check format is defined in a formatting of Entity.

Using a Boolean API identity whether the formatting of Entity is defined or not. Formatting like

WParagraphFormat, WCharacterFormat etc.,

Note: You can track this feedback for both .NET Framework, .NET Core (cross platform) and latest target.
