New Blazor Chart Wizard component

Introduces a new Chart Wizard component that allows users to create charts directly from tabular data sources such as Grids, other data-bound components, or external datasets. The wizard provides a guided interface to configure chart elements including legends, titles, colors, and more via structured table-based properties.

Purpose:
To simplify and accelerate the visualization of data by enabling users to build charts dynamically without manual configuration or coding.

Key Capabilities:

    Supports binding to local arrays, remote data sources, or selected rows in a Grid for dynamic chart generation.
