Table Quick Toolbar Items Not Working on Pasted Table

When a table is pasted into the Rich Text Editor, the table quick toolbar options like Dashed Borders, and Alternate Rows are not functioning as expected.
Replication Steps:
Copy a table from the loop page
Paste the table into the Rich Text Editor.
Try using the quick toolbar options: Dashed Borders, and Alternate Rows.
Observe that these options do not apply any changes to the pasted table.
