Provide support for "Completed" Event in SfNumericEntry (MAUI)

Add support for a Completed event in the SfNumericEntry control for .NET MAUI to detect when the user finishes entering numeric input and dismisses the keyboard. This event is essential for scenarios where developers need to trigger validation, calculations, or other logic once the user has finalized input, similar to the Completed event in the Entry control in .NET MAUI.
