Provide Support for Formatting Formula Values Based on the Localized Date Format String in the Calculate

Currently, we are using the .ToString(formatString, culture) method to format formula values when a different culture is provided; however, this does not work as expected for culture-specific format strings.

=TEXT(THEUTE(); "TT.MM.JJJJ");
