When using allowResize with template, the resize is overlap with scroll bar

Description:

When using allowResize with template, the resize is overlap with scroll bar. This issue specifically occurs when using header template

Replication Steps:

  1. Run the sample.
  2. Open the popup
  3. Resize the popup

Expected Behavior: Resize icon shouldn’t overlap with scroll bar

Actual Behavior: Resize icon is overlapped with scroll bar
