Support to add actions to the PdfLoadedFileLinkAnnotation in the existing pdf document

We currently support setting remote goto actions using the PdfFileLinkAnnotation API in the PDF document. However, we also need to implement functionality to retrieve and modify actions for the PdfLoadedFileLinkAnnotation.
