Implement new Video Thumbnail control in .NET MAUI

Description:

Introduce a component in .NET MAUI that supports displaying video thumbnails. This component will allow to host and preview video thumbnails efficiently.

Use Case:

  • Display video previews in galleries, lists, or media-related applications.
  • Improve user experience by showing a snapshot of video content before playback.
  • Support applications that handle video files, such as file managers, chat apps, and media players.
