Support Public and Private Options for Annotation Comments

We need to expose the API for the comments and replies, allowing them to be either private or public. If the comment is public, it should be displayed in the PDF Viewer. Otherwise, we need to check if the author name in the annotation settings matches the author name in the comment. If both are the same, it should be shown in the UI; otherwise, it should not be displayed in the UI.
