Adding FILTER Formula Support to Spreadsheet

The FILTER function in Excel is used to extract data from a range based on specified criteria, returning an array of values that match the given conditions. Currently, this functionality is not supported in the Syncfusion Spreadsheet component. Therefore, we need to consider adding support for the FILTER formula in the Spreadsheet component, similar to how it is implemented in Excel.
