Unable to Pan to the Extreme End of the Diagram When Scroll Padding is Applied

When using the pan tool, the diagram does not allow scrolling to the extreme end if scroll padding is applied. However, scrolling using the scrollbar works as expected. This results in an inconsistent user experience where panning is restricted beyond the expected boundaries.
