Enable Touch Interaction for Center View in .NET MAUI Doughnut Chart

 Provide touch interaction with centerview in SfCircularChart in .NET MAUI. 

Current Behavior: When using a Button in the centerview the doughnut chart, the click event of the button is not triggered, hence, the touch internally handled by chart control. 

Desired Behavior: Enable touch interaction for the item present in the CenterView for the .NET MAUI CircularChart.
