Provide support for setting the delay option for the tooltip in the Blazor Scheduler

Currently, we don't have support for setting an open delay option for the tooltip in the Scheduler. This causes issues when quickly moving the mouse over a large number of appointments. Therefore, we need to provide a property support to set delay option for the tooltip in the Scheduler.
