Support for additional customization of annotation position in circular gauge

We currently position the annotation using Angle and Radius properties. With this properties, we cannot position at extreme right of the control. We aim to provide support for customizing the position of annotations in a Circular Gauge, enabling precise alignment adjacent to specific axis values and place it certain distance from the gauge such as bottom left or bottom right. This enhancement will improve readability and ensure greater visual accuracy.
