Provide support for overflow button visibility change on dynamic mode.

Overflow button (when in DropDown mode) only be visible based on  VisibleHeaderCount. If tab item count is <= VisibleHeaderCount then "More" button is not visible. If tab item count is > VisibleHeaderCount then only the "More" button needs to be displayed. This should be dynamic when you add or remove tabs, as should the tab width measurement.
