Need to provide support for non-resizable scrollbar in blazor charts

To add support for rendering a non-resizable scrollbar in a Blazor chart, we need to introduce a feature allowing users to disable the resize arrows while retaining the scrollbar functionality. This enhancement would prevent resizing, offering a cleaner appearance and improving user experience by maintaining consistent scrollbar dimensions.
