ExportAnnotationAsStreamAsync sometimes returns null

In the attached example, add a breakpoint at line 95 of Home.razor.  Keep adding highlight, underline, and strikethrough annotations.  Some time between the 10th and 20th annotation added, 

ExportAnnotationAsStreamAsync will return null instead of exporting the annotations.

The expected result is for ExportAnnotationAsStreamAsync to never return null.
