Currently the PickerTimeFormat of SfTimePicker only has the following formats:

H_mm, H_mm_ss, h_mm_ss_tt, h_mm_tt, HH_mm, HH_mm_ss, hh_mm_ss_tt, hh_mm_tt, hh_tt and Default.

Please extend the PickerTimeFormat to also allow for milliseconds and make hours and minutes optional, we specifically require the following formats:

mm_ss, ss_fff, mm_ss_fff
