Setting tooltip properties does not appear to have any effect

I'm following the official documentation to try to add a delay in opening the tooltip. My changes do not appear to have any effect whatsoever.

While the tooltip itself works and is displayed when I hover over an entry in the schedule, neither the delay nor mousetrail changes seem to work.
