Provide IsReadOnly Property Support for SfMaskedEntry in .NET MAUI

Support for the IsReadOnly property needs to be implemented in the SfMaskedEntry control. This enhancement will allow users to configure the entry field as read-only, ensuring the content remains visible but cannot be modified.
