Provide support to add TreeMenuItem for the Items Property in NET core designer for TreeNavigator control

Provide support to add TreeMenuItem for the Items Property in NET core designer for TreeNavigator control. 

Currently, designer support in the TreeNavigator control does not support for adding TreeMenuItem to the Items property via the Collection Editor in .NET core and it is working in NET framework only.
