Disable specific keyboard shortcuts in the PDF viewer

We need to expose the API with disabled keyboard shortcuts. When a keyboard shortcut is triggered, we should check whether the API includes that shortcut. If it does, we should not execute the associated functionality. if it doesn't, we should execute the associated functionality
