Provide auto scroll page support while drag and drop the panels in Dashboard Layout component

When dragging the bottom panel to the top position, the browser page does not automatically scroll upward alongside the panel. Specifically, the panel can be dragged up to the visible area of the viewport, but once it reaches the top or bottom of the browser window, the dragging stops. This requires the user to manually scroll the browser page to the top before they can continue dragging the panel upward.
