Need to provide the RTL support to swap the entire layout in Dashboard Layout component

Need to implement Right-to-Left (RTL) support to ensure that the entire layout of the Dashboard Layout component is swapped accordingly. Currently, in RTL mode, only the content within the dashboard is swapped. However, we also need to ensure that the panel layout itself is swapped in RTL mode.
