Improve the CalcEngine performance for formula computation

In Syncfusion Calculate, we can improve performance by using the APIs AllowShortCircuitIF and UseFormulaValues.

Without this API, it takes 45 minutes to 1 hour to process 242000 formula cells. With this API, the time is reduced to 16 minutes. Nevertheless, we should aim to further reduce this 16-minute processing time by making improvements on our end.
