Enable AllowedInteraction to function correctly in added annotations when isLock is set to false

When adding an annotation, the AllowedInteractionsetting does not function as expected when isLockis set to false. Further investigation and troubleshooting are required to ensure AllowedInteractionworks correctly in unlocked annotations.
