Provide event support to notify when failing to save local changes in CollaborativeEditingHandler

If the local changes fail in  CollaborativeEditingHandler sendActionToServer an alert is raised. That is not very useful for the user or for our application. Since the editing will stop working after that since no acknowledgment is received. So Provide event support to notify when failing to save local changes in CollaborativeEditingHandler.
