Public API support for Restart and Continue numbering

Need to add public method for Restart and Continue numbering.

We have internal methods for restart and continue numbering. Need to export this method to public

Also ensure following case.
1. If selection is not present in list paragraph, this method should not through any script error
2. Ensure restart numbering for all list format type, number, roman, alphabetical lower and upper case.
