Introduce borderDashArray API for Rectangle Annotation

Introduce a borderDashArray API to allow customization of dash patterns for rectangle annotations, similar to the existing functionality for Line, Arrow, Perimeter, and Distance annotations. Currently, the dash array for rectangles is hard-coded to 0. This new API will enable developers to define custom dash patterns for rectangles, enhancing flexibility.
