To improve scrollbar visibility for PivotGrid

In pivot table, the scrollbars will be enabled for both columns/rows, while the control width/height greater than the provided width/height. But, under some conditions, unnecessary scrollbars have been shown even if there is no overflow. This behavior needs to be changed based on available width/height.
