Theme Selector Control and Light/Dark mode Control

It would be nice to have a simple DarkMode control I could drop onto my Blazor home page, or a Theme control to do the same. Ideally, this could be a simple standard on generated initial project. At least, it should be possible to easily change the theme for a user using a switch, menu, etc. and have it stored for the user in a cookie.
