Provide support to change date format to a specific culture through number format dialog in Spreadsheet Validated

Need to include support for changing the date format to a specific culture by providing an option in the number format dialog box, similar to how it is done in Microsoft Excel. This feature should allow users to select or input culture-specific date formats directly through the number format dialog box, ensuring that the correct date format (e.g., day/month/year for Spanish culture) is applied seamlessly.

By offering this functionality, users will have more flexibility in formatting dates according to regional settings, enhancing localization support. This is particularly important for users who work with multiple cultures or need to present data in formats specific to their locale.

Additionally, we need to provide options to change the currency symbol for currency and Accounting based on different regions as like the MS Excel. By providing this option, we can change the currency symbol based on our need.
