[Android,UWP] SubLayers not rendered properly when adding the shape files in the ImageryLayer.

1. Add the Shapefile(Ex: Bahrain shapefile) in the ImageryLayer (ex: OSM) Sublayers collection.

2. Now bahrain shape not placed proper location in OSM map.
