Provide Support for Interactive Annotations in .NET MAUI Cartesian Chart

Currently, annotations of charts are not responsible for interaction, due to chart behaviors handling the interactions. 
  1. Drag annotation: Enabling drag support for annotations can significantly enhance user interaction and data visualization. 
  2. Editable views : By allowing annotations such as shapes, text, and views to be editable, users can dynamically adjust their positions to highlight key data points or areas of interest more effectively.
