Provide drag-and-drop tab reordering support in .NET MAUI Tab View

Description:

Implement drag-and-drop functionality for reordering tabs in the .NET MAUI SfTabView control. This feature will allow users to rearrange the order of tabs by dragging a tab to a new position.
