Improve the picker scrolling behavior in iOS platform of .NET MAUI Pickers

Description:

We have used the framework ScrollView for pickers scrollview implementation.In the Android, windows, macOS platform scrolling was smoothy, but in iOS hard to use the scrolling. Need to improve the Scrolling behavior in iOS platform.
