Dynamically adding, then removing, then adding tabs breaks the control

I have a page with several constant tabs and then dynamic tabs which populate when a row is selected. Selecting a different row removes the tabs for the previous row and adds rows for the new row.

I have created a simple reproduction in stackblitz.

Click toggle tab button to add first set of dynamic tabs.
Verify that tabs can be opened.
Click toggle tabs again to swap tabs.
Now try clicking on the first dynamic tab.

Tested in up to date Microsoft Edge.
