Provide Essential QTP support for .NET Core in WinForms

Currently, we have Essential QTP support for .NET Framework versions 4.0 and 4.6.2, but we don't have support for .NET Core. Therefore, we need to provide Essential QTP support for .NET Core in WinForms.
