Support for Segment Dragging with Chart Crosshair

Current behavior: When enabled segment dragging along with cross hair, the dragging will perform on single tap and mouse move. 


Expected behavior: Segment dragging should be performed on the left button by clicking and holding while having cross hair, cross hair should be deactivated on the left button down.
