Request was sent if we restrict the request on zooming by setting restrictZoomRequest to true

When the restrictZoomRequest parameter is set to true to prevent additional requests during zoom operations, it was observed that the request is still being sent. This behavior contradicts the expected functionality of the restrictZoomRequest setting, which should block any requests triggered by zoom actions.
