Scale break support for .NET MAUI Chart axis

Line break on axes (y-axis in particular) to contemporary represent line series in order not to flatten series with small y values range

In other words, Scale break is a stripe drawn in the chart area to denote the break in the continuity of data points. It allows you to have different ranges on the same axis to visualize the data effectively.
