In Datepicker disabling selectable months and years when using 'OnRenderDayCell' event

When using a datepicker control and the 'OnRenderDayCell' event, the user can enable the first day of the week (Monday).

However, when navigating the year and decade views, many months and years are disabled even though there are selectable dates within those months and years.

Replication Procedure:


1.  Run the sample

2.  Navigate the year and decade view

3.  You can see the issue

 

Expected: The months and years are not disabled. 
Actual: The months and years are disabled.
