Toolbar position is not proper when we scroll the content within the RichTextEditor

Issue Description:
When we insert an image and scrolls the editor content to see the image, the toolbar appears over the image. Need to resolve this issue
 
Issue reproducing sample: attached in task,
 
Replication Procedure:
  • Run the sample
  • Insert an image.
  • Scroll the Editor content.
 
Current Behavior:
Toolbar position is not proper when we scroll content within the RichTextEditor
