Provide Option to Disable Auto-Hide for Chart Trackball in .NET MAUI SfCartesianChart

Enable the option to disable the auto-hide functionality of the trackball in the MAUI Chart control. Currently, the trackball automatically hides when the touch or interaction ends, which limits its utility in certain use cases.
