Provide support to make the parent resource cells sticky in scheduler

Need to provide support to make the all-parent resource to be fixed.

Use case: We need to provide support to make all parent resources fixed. We want to add the ability to pin the parent cell (the entire row) for each nested/child resource cell until the next parent resource is encountered at the top scroll position of the scheduler.
