(WinUI) Stylus only mode for ink drawing and erasing

In iOS and Android, in PDF viewer allows the users to use stylus for drawing ink annotation and use touch at the same time for scrolling and pinch etc using the InkAnnotationSettings.TouchScreenInputMode. This support should be implemented in the WinUI platform as well.
