Provide support for hourly basis recurrence rule in ASP.NET Core Scheduler

Need to provide support for hourly basis recurrence rule in Scheduler.


Use case: Currently, the Scheduler supports recurrence rules on a daily, weekly, monthly, and yearly basis. However, it does not support customizing recurrence rules on an hourly basis. To address this requirement, we need to enable users to create recurring appointments at regular hourly intervals.

For example, users should be able to create an event that repeats every 30 hours.
