Template toolbar item is not being focused during keyboard navigation in Toolbar Control

The template toolbar item is not focused while keyboard navigation. Using tab key to focus and try to move using left and right arrow key.

Replicated sample:
 Eb3ugm (forked) - StackBlitz uploader is rendered in template.
