issues with shift enter input

Each time i try to type  shift+enter at the end of the line it add two <br> tags instead of one.

Replication Procedure:
  move your cursor to the end of line and type shift+enter.

Current behavior:

  
if there is text in the current line it adds one new line,
  if there is no text it adds two new lines.

Expected behavior:

  
it should always add a new line instead of two.
