Flickering of tooltip while hovering userhandle

While hovering over the user handle, the mousemove event gets triggered. This, in turn, triggers the checkUserHandleEvent function multiple times as the mouse moves within the handle. To prevent this, it is necessary to restrict the event from being triggered excessively.
